Rain begins to fall down in the area, reducing visibility to one-half, imposing a -4 penalty on Spot and Search checks. It has the same effect on flames, ranged weapons, and Listen checks as severe wind (see the DMG).

Enhance: If you increase the DC by 12, the range and area increase to 1 mile.
